zynqmp: pm: Implement IOCTL APIs for device control
Implement ioctl APIs which uses MMIO operations
to configure devices. Below IOCTLs are supported
in this patch:
* Set tap delay bypass
* Set SGMII mode
* SD reset
* Set SD/MMC tap delay
