Now that all media documentation was converted to Sphinx, we
should get rid of the old DocBook one, as we don't want people
to submit patches against the old stuff.

<title>[media] DocBook media: drop 'experimental' annotations</title>

Drop the 'experimental' annotations. The only remaining part of the API
that is still marked 'experimental' are the debug ioctls/structs, and
that is intentional. Only the v4l2-dbg application should use those.

All others have been around for years, so it is time to drop the
'experimental' designation.

While https was always supported on linuxtv.org, only in
Dec 3 2015 the website is using valid certificates.

As we're planning to drop pure http support on some
future, change all references at the media subsystem
to point to the https URL instead.

SDR receiver has ADC (Analog-to-Digital Converter) and SDR transmitter
has DAC (Digital-to-Analog Converter). Originally I though it could
be good idea to have own type for receiver and transmitter, but now I
feel one common type for SDR is enough. So lets rename it.

It always annoyed me that the event type documentation was separate from the struct
v4l2_event documentation. This patch moves it all to one place, VIDIOC_DQEVENT.

This makes much more sense.

Also changed the 'changes-flags' ref to 'ctrl-changes-flags' since this referred to
control changes. There is a src-changes-flags as well, so 'changes-flags' was a bit
vague.
