Support for running Linux guests on Windows Server 2012/2012 R2 Hyper-V

Update the qualcomm PPE driver documentation to list IPQ5424 among the
supported SoCs, and describe the per-SoC PPE hardware differences.

The IPQ5424 PPE reuses the same switch core as IPQ9574, but runs at a clock
rate of 375 MHz and supports only 3 front panel ports along with the EDMA
FIFO port for host CPU communication. The EIP FIFO port is not available on
IPQ5424.

This patch adds the minimum build infrastructure:
1. Add Kconfig, Makefile and MAINTAINERS entries;
2. Add corresponding driver documentation;
3. Add PCI driver skeleton with empty stubs for nbl driver.

Note: the documentation describes the final full driver features;
implementation will be added in subsequent patches of this series.

<title>net: stmmac: Remove ARP offload code</title>

dwmac can do ARP offloading, where the HW replies to incoming ARP
requests. This requires multiple steps to work well :
 - Program the local IP address in a dedicated register
 - Enable ARP offloading

This is halfway implemented in stmmac, as it's only ever used by
selftests, and these selftests are failing on at least 2 platforms :
stm32mp1, and jh7110.

There have been some attempts in the past to support this feature, but
this never made it upstream. Let's just remove the test and that code,
until someone actually wants that to work. We should likely have a
proper API for that so that drivers can use it.

Let's also not mention ARP offload in the stmmac documentation.

Leave the defines in place and the capability detection, this doesn't
hurt and gives some information about how the IP is synthesized.

Add module register and probe functionality. Add the required support to
register IXD PCI driver, as well as probe, remove and shutdown callbacks.
Enable the PCI device and request to reserve the memory resources that will
be used by the driver. Finally map the BAR0 address space.

For now, use devm_kzalloc() to allocate adapter, as it requires the least
amount of code. In a later commit, it will be replaced with a devlink
alternative.
