    If doesn't contain `\bxmlns\b`:
      For each link, `\bhttp://[^# \t\r\n]*(?:\w|/)`:
        If both the HTTP and HTTPS versions
        return 200 OK and serve the same content:
          Replace HTTP with HTTPS.
