Enable xref broken warnings. While here, change the output to
only show cross-references, as there's no need to show the entire cec.h
header at the docs.

Pull documentation updates from Jonathan Corbet:
"It has been a relatively busy cycle in docsland, with changes all
  over:

   - Bring the kernel memory-model docs into the Sphinx build in the
     "literal include" mode.

   - Lots of build-infrastructure work, further cleaning up long-term
kernel-doc technical debt. The sphinx-pre-install tool has been
converted to Python and updated for current systems.

   - A new tool to detect when documents have been moved and generate
HTML redirects; this can be used on kernel.org (or any other site
hosting the rendered docs) to avoid breaking links.

   - Automated processing of the YAML files describing the netlink
     protocol.

   - A significant update of the maintainer's PGP guide.

... and a seemingly endless series of typo fixes, build-problem fixes,
  etc"

Now that kernel-include directive supports parsing data
structs directly, we can finally get rid of the horrible hack
we added to support parsing media uAPI symbols.

As a side effect, Documentation/output doesn't have anymore
media auto-generated .rst files on it.

<title>media: cec: core: add new CEC_MSG_FL_REPLY_VENDOR_ID flag</title>

If this flag is set, then the reply is expected to consist of
the CEC_MSG_VENDOR_COMMAND_WITH_ID opcode followed by the Vendor ID (as
used in bytes 1-4 of the message), followed by the struct cec_msg reply
field.

Note that this assumes that the byte after the Vendor ID is a
vendor-specific opcode.

This flag makes it easier to wait for replies to vendor commands,
using the same CEC framework support for waiting for regular replies.

Support for this flag is indicated by setting the new
CEC_CAP_REPLY_VENDOR_ID capability.

If the CEC device is unregistered, then an attempt to open
the device node should result in an -ENODEV error instead of
-ENXIO.

Document this as well in cec-func-open.rst.

This is consistent with the error code returned by other
file operations such as ioctl.

"class:: toc-title" was a workaround for older Sphinx versions that are
no longer supported.

The canonical way to add a heading to the ToC is to use :caption:.
