[media] v4l2-ctrls: v4l2_ctrl_handler_setup must set is_new to 1

Renamed has_new to is_new.

Drivers can use the is_new field to determine if a new value was specified
for a control. The v4l2_ctrl_handler_setup() must always set this to 1 since
the setup has to force a full update of all controls.

This example file uses the old V4L1 API. It also doesn't use libv4l.
So, it is completely obsolete. A good example already exists at
v4l-utils (v4l2grab.c):

[media] gspca - sq905c: Adds the Lego Bionicle

This patch adds the Vendor:Product number of the Lego Bionicle camera to
the existing gspca/sq905c.c and also a line for the camera in gspca.txt.
The camera works "out of the box" with these small changes. So this is
just in time for Christmas. Think of the children.

[media] Support for Elgato Video Capture

This patch allows this device successfully to show video, at least from
its composite input.

I have no information about the true hardware contents of this device and so
this patch is based solely on fiddling with things until it worked. The
chip appears to be em2860, and the closest device with equivalent inputs
is the Typhoon DVD Maker. Copying the settings for that device appears
to do the trick. That's what this patch does.
