Aside of the usual motivation for constification,  this function has a
history of being abused a hook for interrupt and other fixups so I turned
this function const ages ago in the MIPS code but it should be done
treewide.

Due to function pointer passing in varous places a few other functions
had to be constified as well.

This patch adds support for PCI domains on ARM platforms.

Also, protect asm/mach/pci.h from multiple inclustions, otherwise
build fails because of pci_domain_nr() and pci_proc_domain()
redefinitions.

Now that we return the new resource start position, there is no
need to update "struct resource" inside the align function.
Therefore, mark the struct resource as const.

As suggested by Linus, align functions should return the start
of a resource, not void. An update of "res->start" is no longer
necessary.
