ARM: bcm: Support BCMBCA debug UART

The debug UART on the BCMBCA SoCs are in a different place
than on the other BCM platforms. Support this with a static
map when debugging is explicitly configured.

Right now I can only test this on BCM6846 so this is the
only compatible I list for the debug boardfile, but other
compatibles from the BCMBCA family can be added to get
LL_DEBUG support.

ARM: bcm: stop selecing CONFIG_TICK_ONESHOT

ARCH_BCM_MOBILE is the only platform that selects CONFIG_TICK_ONESHOT,
the others stopped 12 years ago in commit 98fab064d321 ("ARM: Remove
unnecessary selection of TICK_ONESHOT").

This inconsistency caused a build regression after an otherwise
correct change to the timers subsystem:

kernel/time/tick-sched.c:1599:6: error: redefinition of 'tick_sched_timer_dying'

ARM: BCM63xx: remove useless goto statement

Between the 'goto out' statement and the 'out' label there are no other
statements, so it is useless to check the return value of the
bcm63xx_pmb_power_on_cpu() function. Then, let's remove the statements
that are unnecessarily executed.
