In the old times, the whole idle task was considered
as an RCU quiescent state. But as RCU became more and
more successful overtime, some RCU read side critical
section have been added even in the code of some
architectures idle tasks, for tracing for example.

So nowadays, rcu_idle_enter() and rcu_idle_exit() must
be called by the architecture to tell RCU about the part
in the idle loop that doesn't make use of rcu read side
critical sections, typically the part that puts the CPU
in low power mode.

This is necessary for RCU to find the quiescent states in
idle in order to complete grace periods.

Add this missing pair of calls in the Cris's idle loop.

Pull second pile of signal handling patches from Al Viro:
 "This one is just task_work_add() series + remaining prereqs for it.

  There probably will be another pull request from that tree this
  cycle - at least for helpers, to get them out of the way for per-arch
  fixes remaining in the tree."

Fix trivial conflict in kernel/irq/manage.c: the merge of Andrew's pile
had brought in commit 97fd75b7b8e0 ("kernel/irq/manage.c: use the
pr_foo() infrastructure to prefix printks") which changed one of the
pr_err() calls that this merge moves around.

These old drivers are not used anymore, we use the ones in drivers/rtc.
This allows us to remove some cruft in the CRIS timekeeping code.
