Both mvme147 and mvme16x platforms have their own RTC driver implementations that duplicate functionality provided by the rtc-m48t59 driver. Adopt the rtc-m48t59 driver and remove the other ones. Upstream Linux never had a "README.legal" file, but it was present in early source releases of Linux/m68k. It contained a simple copyright notice and a link to a version of the "COPYING" file that predated the addition of the "only valid GPL version is v2" clause. Get rid of the references to non-existent files by replacing the boilerplate with SPDX license identifiers. There is no good reason to keep genhd.h separate from the main blkdev.h header that includes it. So fold the contents of genhd.h into blkdev.h and remove genhd.h entirely. The warnings were introduced when converting the MVME147 and MVME16x RTC handling from gettod to hwclk. Replace the #warning by a comment, and return an error to inform the upper layer that writing to the RTC is not yet supported. Don't clear the timer 1 configuration bits when clearing the interrupt flag
and counter overflow. As Michael reported, "This results in no timer
interrupts being delivered after the first. Initialization then hangs
in calibrate_delay as the jiffies counter is not updated."
On mvme16x, enable the timer after requesting the irq, consistent with
mvme147.

Pull asm-generic cross-architecture timer cleanup from Arnd Bergmann: "This cleans up two ancient timer features that were never completed in the past, CONFIG_GENERIC_CLOCKEVENTS and CONFIG_ARCH_USES_GETTIMEOFFSET. There was only one user left for the ARCH_USES_GETTIMEOFFSET variant of clocksource implementations, the ARM EBSA110 platform. Rather than changing to use modern timekeeping, we remove the platform entirely as Russell no longer uses his machine and nobody else seems to have one any more. The conditional code for using arch_gettimeoffset() is removed as a result. For CONFIG_GENERIC_CLOCKEVENTS, there are still a couple of platforms not using clockevent drivers: parisc, ia64, most of m68k, and one Arm platform. These all do timer ticks slighly differently, and this gets cleaned up to the point they at least all call the same helper function.
