Since commit [e58aa3d2: genirq: Run irq handlers with interrupts disabled], We run all interrupt handlers with interrupts disabled and we even check and yell when an interrupt handler returns with interrupts enabled (see commit [b738a50a: genirq: Warn when handler enables interrupts]). So now this flag is a NOOP and can be removed. Add missing #inclusions of <linux/irq.h> to a whole bunch of files that should really include it. Note that this can replace #inclusions of <asm/irq.h>. This is required for the patch to sort out irqflags handling function naming to compile on MIPS. i8253_lock needs to be a real spinlock in preempt-rt, i.e. it can not be converted to a sleeping lock. Convert it to raw_spinlock and fix up all users.
