sh: Support I/O space swapping where needed.

This adopts a trimmed down version of the MIPS port mangling interface
limited to the I/O swabbing for platforms that can't use little endian
accessors. For platforms with mixed I/O spaces involving PCI it will
still be necessary to enable byte swapping at the host controller level.
Attention needs to be paid to all of host controller endianness, CPU
endianness, and whether I/O accesses are explicitly swapped or not via
SWAP_IO_SPACE. Fortunately the platforms that need this are in the
minority.

sh: use the the PCI channels's io_map_base

commit 43db595e8b5d78ce5ad2feab719814a76e3ad2e5
(sh: switch to GENERIC_PCI_IOMAP)
failed to take into account the PCI channels's
io_map_base for mapping IO BARs.
This also caused a new warning on sh.

Fix this, without re-introducing code duplication,
by setting NO_GENERIC_PCI_IOPORT_MAP
and supplying a sh-specific __pci_ioport_map.

irq: make SPARSE_IRQ an optionally hidden option

On ARM, we don't want SPARSE_IRQ to be a user visible option. Make
SPARSE_IRQ visible based on MAY_HAVE_SPARSE_IRQ instead of depending
on HAVE_SPARSE_IRQ.

With this, SPARSE_IRQ is not visible on C6X and ARM.

lib: use generic pci_iomap on all architectures

Many architectures don't want to pull in iomap.c,
so they ended up duplicating pci_iomap from that file.
That function isn't trivial, and we are going to modify it

so the duplication hurts.

This reduces the scope of the problem significantly,
by moving pci_iomap to a separate file and
referencing that from all architectures.

sh doesn't access early_node_map[] directly and enabling
HAVE_MEMBLOCK_NODE_MAP is trivial - replacing add_active_range() calls
with memblock_set_node() and selecting HAVE_MEMBLOCK_NODE_MAP is
enough.

sh copied pci_iomap from generic code, probably to avoid
pulling the rest of iomap.c in.  Since that's in
a separate file now, we can reuse the common implementation.

lib: move GENERIC_IOMAP to lib/Kconfig

define GENERIC_IOMAP in a central location
instead of all architectures. This will be helpful
for the follow-up patch which makes it select
other configs. Code is also a bit shorter this way.
