Fix following warning:
traps.h:23: extern's make no sense in userspace

Add an ifdef __KERNEL__ block that cover the
extern definition and a few related things that neither
is for userspace.

The rest was an update of the top-level Makefile to use sparc
for header files when sparc64 is being build.
And a small fixlet to pick up the correct unistd.h from
sparc64 code.
