since GFP_KERNEL with GFP_ATOMIC while spinlock is held,
as code while holding a spinlock should be atomic.
GFP_KERNEL may sleep and can cause deadlock,

alloc_bootmem and related functions never return NULL. Thus a NULL
test or memset after calls to these functions is unnecessary.

Replace dev_kfree_skb with dev_consume_skb_any in uml_net_start_xmit
as it can be called in hard irq and other contexts.

dev_consume_skb_any is used as uml_net_start_xmit typically
consumes (not drops) packets.

This new version moves the skb_tx_timestamp in the main uml
driver. This should avoid the need to call this function in each
transport (vde, slirp, tuntap, ...). It also add support for ethtool
get_ts_info.

Instead of using chip->release() we can achieve the same
using a simple wrapper for free_irq().
We have already um_request_irq(), so um_free_irq() is the perfect
counterpart.
