pata_legacy: correctly mask recovery field for HT6560B

According to the HT6560H datasheet, the recovery timing field is 4-bit wide,
with a value of 0 meaning 16 cycles. Correct obvious thinko in the recovery
field mask.

libata: remove no longer needed pata_qdi driver

QDI65x0 controllers are fully supported by pata_legacy driver
so remove no longer needed pata_qdi driver.

Leave PATA_QDI config option for compatibility reasons and teach
pata_legacy to preserve the old behavior of pata_qdi driver.

Saves text by removing nearly duplicated text format strings by
creating ata__printk functions and printf extension %pV.

ata defconfig size shrinks ~5% (~8KB), allyesconfig ~2.5% (~13KB)

Format string duplication comes from:

so remove no longer needed pata_winbond driver.
