The use of the drmP.h header file is deprecated.
Remove use from all files in drm/*
so people do not look there and follow a bad example.

Build tested allyesconfig, allmodconfig on x86, arm etc.
Including alpha that is as always more challenging than
the rest.

Most of these are just cases where code comments used contractions
(it's, who's) where they actually mean to use a possessive pronoun (its,
whose) or vice-versa.

Move the assignment so that it happens before the if condition.
Merged multiple similar conditionals to a single conditional statement.
This results in syntax which is easier to read.

Use the same trick we used for i915 when we still had ums support:
Just initialize the agp support unconditionally in the driver load
function.

Unfortunately that means we need to export drm_agp_init again, but I
think that's a lesser evil.

Except for nouveau, only legacy drivers need this really. And nouveau
is already marked up with DRIVER_KMS_LEGACY_CONTEXT as the special
case.

I've tried to be careful to leave everything related to modeset still
using the DRIVER_MODESET flag. Otherwise it's a direct replacement of
!DRIVER_MODESET with DRIVER_LEGACY checks. Also helps readability
since fewer negative checks overall.

We already express the drm/agp depencies correctly in Kconfig, so we
can rip this remnant from the shared drm core days.

Aside: Pretty much all the #ifdefs in radeon/nouveau could be killed
if ttm would provide dummy functions. I'm not going to volunteer for
that though.

v2: Use IS_ENABLED(CONFIG_AGP) as suggested by Ville
