Need to program an additional VM register.  This doesn't not currently
cause any problems, but allows us to program the proper backend
map in a subsequent patch which should improve performance on these
asics.

This needs to be explicitly set on btc.  It's set by default
on evergreen/fusion, so it fine to just unconditionally enable it for
all chips.

The location of MC_ARB_RAMCFG changed on fusion.
I've diffed all the other regs in evergreend.h and this
is the only other reg that changed.

the location of 3 regs.
