media: Replace HTTP links with HTTPS ones: SI2165 MEDIA DRIVER

Rationale:
Reduces attack surface on kernel devs opening the links for MITM
as HTTPS traffic is much harder to manipulate.

Deterministic algorithm:
For each file:
  If not .svg:
    For each line:
      If doesn't contain `\bxmlns\b`:
	  If neither `\bgnu\.org/license`, nor `\bmozilla\.org/MPL\b`:
            If both the HTTP and HTTPS versions
            return 200 OK and serve the same content:
              Replace HTTP with HTTPS.

Some identifiers have different names between their prototypes
and the kernel-doc markup. Seome seems to be due to cut-and-paste
related issues.

Others need to be fixed, as kernel-doc markups should use this format:
        identifier - description

The underlying cause is that the while condition is wrong. It should be:

(status < 0 || wait_cmd) && (retry_count < DRXK_MAX_RETRIES)

'wait_cmd' is only valid if '!(status < 0)'.

Constify a number of static structs that were not modified. In order to
be able to do that, const input arguments to a couple of functions that
not modify their argument. This allows the compiler to put them in
read-only memory, resulting in about 6k memory being read-only, and the
resulting module is 400 bytes smaller.

Before:

After:

media: dvb-frontends: rtl2832_sdr: set error code in probe

If rtl2832_sdr_probe() encounters an unsupported tuner it cleans up
everything and returns 0. This can result in various bad things later.
The patch sets the error code on the corresponding path.

Found by Linux Driver Verification project (linuxtesting.org).
