Add support for the MT7628 embedded switch.

The switch has 5 built-in 100Mbps user ports (ports 0-4) and one 1Gbps
port that is internally attached to the SoCs CPU MAC and serves as the
CPU port.

The switch hardware has a very limited 16 entry VLAN table. Configuring
VLANs is the only way to control switch forwarding. Currently 6 entries
are used by tag_8021q to isolate the ports. Double tag feature is
enabled to force the switch to append the VLAN tag even if the incoming
packet is already tagged, this simulates VLAN-unaware functionality and
simplifies the tagger implementation.

For i.MX94 series, the NETC IP provides full 802.1Q Ethernet switch
functionality, advanced QoS with 8 traffic classes, and a full range of
TSN standards capabilities. The switch has 3 user ports and 1 CPU port,
the CPU port is connected to an internal ENETC. Since the switch and the
internal ENETC are fully integrated within the NETC IP, no back-to-back
MAC connection is required. Instead, a light-weight "pseudo MAC" is used
between the switch and the ENETC. This translates to lower power (less
logic and memory) and lower delay (as there is no serialization delay
across this link).

Introduce the initial NETC switch driver with basic probe and remove
functionality. More features will be added in subsequent patches.

Add very basic DSA driver for MaxLinear's MxL862xx switches.

In contrast to previous MaxLinear switches the MxL862xx has a built-in
processor that runs a sophisticated firmware based on Zephyr RTOS.
Interaction between the host and the switch hence is organized using a
software API of that firmware rather than accessing hardware registers
directly.

Add descriptions of the most basic firmware API calls to access the
built-in MDIO bus hosting the 2.5GE PHYs, basic port control as well as
setting up the CPU port.

Implement a very basic DSA driver using that API which is sufficient to
get packets flowing between the user ports and the CPU port.

The firmware offers all features one would expect from a modern switch
hardware, they are going to be added one by one in follow-up patch
series.

Motorcomm Electronic Technology, including:

  - YT9215S / YT9215RB / YT9215SC: 5 GbE PHYs
  - YT9213NB / YT9214NB: 2 GbE PHYs
  - YT9218N / YT9218MB: 8 GbE PHYs

and up to 2 GMACs.

Driver verified on a stock wireless router with IPQ5018 + YT9215S.

Move the lantiq_gswip driver to its own folder and update
MAINTAINERS file accordingly.
This is done ahead of extending the driver to support the MaxLinear
GSW1xx series of standalone switch ICs, which includes adding a bunch
of files.

By reading the datasheets for the KS8995 it is obvious that this
is a 100 Mbit DSA switch.

Let us start the refactoring by moving it to the DSA subsystem to
preserve development history.

Verified that the chip still probes the same after this patch
provided CONFIG_HAVE_NET_DSA, CONFIG_NET_DSA and CONFIG_DSA_KS8995
are selected.

Add driver for the built-in Gigabit Ethernet switch which can be found
in the MediaTek MT7988 SoC.

The switch shares most of its design with MT7530 and MT7531, but has
it's registers mapped into the SoCs register space rather than being
connected externally or internally via MDIO.

Introduce a new platform driver to support that.
