The ethernet controller on Spacemit K3 SoC is Synopsys DesignWare
MAC (version 5.40a), with the following special points:
1. The rate of the tx clock line is auto changed when the mac speed
   rate is changed, and no need for changing the input tx clock.
2. This controller require a extra syscon device to configure the
   interface type, enable wake up interrupt and delay configuration
   if needed.

Add Spacemit dwmac driver support on the Spacemit K3 SoC.

Motorcomm YT6801 is a PCIe ethernet controller based on DWMAC4 IP. It
integrates an GbE phy, supporting WOL, VLAN tagging and various types
of offloading. It ships an on-chip eFuse for storing various vendor
configuration, including MAC address.

This patch adds basic glue code for the controller, allowing it to be
set up and transmit data at a reasonable speed. Features like WOL could
be implemented in the future.

Now that stmmac's PCS support is much more simple - just a matter of
configuring the control register - the basic conversion to phylink PCS
support becomes straight forward.

Create the infrastructure to setup a phylink_pcs instance for the
integrated PCS:
- add a struct stmmac_pcs to encapsulate the phylink_pcs structure,
  pointer to stmmac_priv, and the core-specific base address of the PCS
  registers.
- modify stmmac_priv and stmmac_mac_select_pcs() to return the embedded
  phylink_pcs structure when setup and STMMAC_PCS_SGMII is in use, and
  move the comment from stmmac_hw_setup() to here.
- create stmmac_pcs.c, which contains the phylink_pcs_ops structure, a
  dummy .pcs_get_state() method which always reports link-down, and
  .pcs_config() method, moving the call to stmmac_pcs_ctrl_ane() here,
  but without indirecting through the dwmac specific core code. The
  link-down behaviour mentioned above maintains the current behaviour
  when phylink is used with inband but without a PCS.

This will ensure that the PCS control register is configured to the
same settings as before, but will now happen when the netdev is opened
or reusmed rather than only during probe time. However, this will be
before the .fix_mac_speed() method is called, which is critical for the
behaviour in dwmac-qcom-ethqos's ethqos_configure_sgmii() function to
be maintained.

The Allwinner A523 SoC family has a second Ethernet controller, called
the GMAC200 in the BSP and T527 datasheet, and referred to as GMAC1 for
numbering. This controller, according to BSP sources, is fully
compatible with a slightly newer version of the Synopsys DWMAC core.
The glue layer around the controller is the same as found around older
DWMAC cores on Allwinner SoCs. The only slight difference is that since
this is the second controller on the SoC, the register for the clock
delay controls is at a different offset. Last, the integration includes
a dedicated clock gate for the memory bus and the whole thing is put in
a separately controllable power domain.

Add a new driver for this hardware supporting the integration layer.

Refactor VLAN implementation by moving common code for DWMAC4 and
DWXGMAC IPs into a separate VLAN module. VLAN implementation for
DWMAC4 and DWXGMAC differs only for CSR base address, the descriptor
for the VLAN ID and VLAN VALID bit field.

The descriptor format for VLAN is not moved to the common code due
to hardware-specific differences between DWMAC4 and DWXGMAC.

For the DWMAC4 IP, the Receive Normal Descriptor 0 (RDES0) is
formatted as follows:

RDES0| Inner VLAN TAG [31:16] | Outer VLAN TAG [15:0] |
      ------------------------ -----------------------

For the DWXGMAC IP, the RDES0 format varies based on the
Tunneled Frame bit (TNP):
