All callers pass PHY_POLL, therefore remove irq argument from
fixed_phy_register().

Note: I keep the irq argument in fixed_phy_add_gpiod() for now,
for the case that somebody may want to use a GPIO interrupt in
the future, by e.g. adding a call to fwnode_irq_get() to
fixed_phy_get_gpiod().

The net fixed phy driver does not require the creation of a platform
device. Originally, this approach was chosen for simplicity when the
driver was first implemented.

With the introduction of the lightweight faux device interface, we now
have a more appropriate alternative. Migrate the device to utilize the
faux bus, given that the platform device it previously created was not
a real one anyway. This will get rid of the fake platform device.

There's no point probing for phys on this artificial bus, so we can
save a little bit of boot time by telling mdiobus_register() not to do
that.

This doesn't have any functional change, since, at this point,
fixed_mdio_read() returns 0xffff for all addresses/registers, so

  mdiobus_scan() -&gt; get_phy_device() -&gt; get_phy_c22_id()

will return -ENODEV, which is just ignored.

This reverts commit b45396afa4177f2b1ddfeff7185da733fade1dc3 ("net: phy:
fixed_phy: Fix NULL vs IS_ERR() checking in __fixed_phy_register")
since it prevents any system that uses a fixed PHY without a GPIO
descriptor from properly working:
