The phy, mac, and board information structures should be const.
Since tables contain function pointer this improves security
(at least theoretically).

Compile tested only.

SFN4111T never reached production and is not being used for internal
or customer testing.

Since we have no production Falcon boards using the SFT9001 or the
GMAC, remove support for them as well.

This integrates support for the SFC9000 family of 10G Ethernet
controllers and LAN-on-motherboard chips, starting with the SFL9021
'Siena' and SFC9020 'Bethpage'.

Only some PHYs have firmware support for a LED blink mode, so we
currently blink the others in a timer function.  Since all PHYs have
simple on and off modes, we don't gain anything by using multiple
blink implementations.  Also, since we have a process context there
is no need to use a timer.

The 'XFP' driver is really a driver for the QT2022C2 and QT2025C PHYs,
covering both more and less than XFP.  Rename its functions and
constants to reflect reality and to reduce namespace pollution when
sfc is a built-in driver.

During SFN4111T initialisation, check whether the PHY boot status
indicates a bad firmware checksum.  If so, prepare to reflash rather
than continuing with normal initialisation.

Remove redundant PHY boot status check from tenxpress_phy_init().
