Since idm_base and nicpm_base are still optional resources not present
on all platforms, this breaks the driver for everything except Northstar
2 (which has both).

The same change was already reverted once with 755f5738ff98 ("net:
broadcom: fix a mistake about ioremap resource").

So let's do it again.

In the sanity check as formulated now, this will create an integer overflow, defeating the sanity check. Both offset and offset + len need to be checked in such a manner that no overflow can occur. A broken device may give an extreme offset like 0xFFF0
and a reasonable length for a fragment. In the sanity
check as formulated now, this will create an integer
