We are going to split <linux/sched/signal.h> out of <linux/sched.h>, which
will have to be picked up from other headers and a couple of .c files.

Create a trivial placeholder <linux/sched/signal.h> file that just
maps to <linux/sched.h> to make this patch obviously correct and
bisectable.

Include the new header in the files that are going to need it.

Both in terms of reading the code and setting attributes. Instead of initializing local attributes on the stack and passing pointer to it to dma_set_attr(), just set the bits. 2. It brings safeness and checking for const correctness because the attributes are passed by value. have to source both pci/Kconfig and pci/hotplug/Kconfig.

Note that this effectively adds pci/hotplug/Kconfig to the following
