Documentation/process/license-rules.rst and checkpatch expect the SPDX
identifier syntax for multiple licenses to use capital "OR".  Correct it
to keep consistent format and avoid copy-paste issues.

Both rst_pwr_hid and low_pwr_hid are only used in a single function
so they should be local variables.

This driver supports handling 2 BlueField power states controlled by
GPIO interrupts:

1) chip reset and
2) low power mode
