Renesas ARM platforms are transitioning from single-platform to
multi-platform kernels using the new ARCH_SHMOBILE_MULTI. Make the
driver available on all ARM platforms to enable it on both ARCH_SHMOBILE
and ARCH_SHMOBILE_MULTI, and increase build testing coverage with
COMPILE_TEST.

The Kconfig for this option suggests it's only relevant on STi SoCs,
so add depends to have it not show up on archs that won't ever run it.

After the last architecture switched to generic hard irqs the config
options HAVE_GENERIC_HARDIRQS & GENERIC_HARDIRQS and the related code
for !CONFIG_GENERIC_HARDIRQS can be removed.

Change the SERIAL_AR933X Kconfig option from
'bool' to 'tristate' in order to allow to build

The AR933x UARTs are only used on the Atheros AR933x
SoCs. The base clock frequency of the UART is passed
to the driver via platform data. The SoC support code
implements the generic clock API, and the clock rate
can be retrieved via that.

Update the code to get the clock rate via the generic
clock API instead of using the platform data.

This patch adds support to ASC (asynchronous serial controller)
driver, which is basically a standard serial driver. This IP is common
across all the ST parts for settop box platforms.

ASC is embedded in ST COMMS IP block. It supports Rx & Tx functionality.
It support all industry standard baud rates.

The driver fails to build on x86 because writel_relaxed isn't available
there. That function exists on arm, arm64, avr32, hexagon, mips and sh,
but adding all these is overkill so stick to arm only.
