<title>jsm: Fixed EEH recovery error</title>

There was an error on the jsm driver that would cause it to be unable to
recover after a second error is detected.

At the first error, the device recovers properly:

[72532.035693] ttyn3 at MMIO 0x0 (irq = 49) is a jsm

However, at the second error, it cascades until EEH disables the device:

It was caused because the PCI state was not being saved after the first
restore. Therefore, at the second recovery the PCI state would not be
restored.

Protect against pl011_console_write() and the interrupt for
the console UART running concurrently on different CPUs.

Otherwise the console_write could spin for a long time
waiting for the UART to become not busy, while the other
CPU continuously services UART interrupts and keeps the
UART busy.

The checks for sysrq and oops_in_progress are taken
from 8250.c.

Add a CONFIG option to allow the output from Magic SysRq to be output
immediately, even if this causes large latencies.

If PREEMPT_RT_FULL, printk() will not try to acquire the console lock
when interrupts or preemption are disabled.  If the console lock is
not acquired the printk() output will be buffered, but will not be
output immediately. Some drivers call into the Magic SysRq code
with interrupts or preemption disabled, so the output of Magic SysRq
will be buffered instead of printing immediately if this option is
not selected.

Even with this option selected, Magic SysRq output will be delayed
if the attempt to acquire the console lock fails.

Beyond the warning:

 drivers/tty/serial/8250.c:1613:6: warning: unused variable ‘pass_counter’ [-Wunused-variable]

the solution of just looping infinitely was ugly - up it to 1 million to
give it a chance to continue in some really ugly situation.
