The previously added stubs for aty_{ld,}st_lcd() make it
so that these functions are used regardless of the config
options that were guarding them, so remove the #ifdef/#endif
lines and make their declarations always visible.
This fixes build warnings that were reported by clang:

Fix W=1 warnings about variables assigned but never used.
- One variable is only used when CONFIG_FB_ATY_GENERIC_LCD is defined
  Fix so variable is only defined with CONFIG_FB_ATY_GENERIC_LCD
- Several variables was only assigned by a call to aty_ld_le32().
  Drop the variables but keep the call to aty_ld_le32() as it may
  have unexpected side-effects.

Fix warning about variable that is asssigned a value but never used.
The variable was indeed never used so delete it.

Keep the call to radeon_probe_i2c_connector() as it may have
side-effects. It is unlikely but I could not verify that is was safe to
drop the call.

The changes made in below mentioned commit removed CONFIG_PM containers
from drivers/video/fbdev/aty/atyfb_base.c but not from
drivers/video/fbdev/aty/atyfb.h for respective callbacks.

This resulted in error for implicit declaration for those callbacks.

from drivers/video/fbdev/aty/atyfb_base.c but not from
drivers/video/fbdev/aty/atyfb.h for respective callbacks.

<title>fbdev: radeonfb: use generic power management</title>

Drivers using legacy PCI power management .suspend()/.resume() callbacks
have to manage PCI states and device's PM states themselves. They also
need to take care of standard configuration registers.

Switch to generic power management framework using a "struct dev_pm_ops"
variable to take the unnecessary load from the driver.
This also avoids the need for the driver to directly call most of the PCI
helper functions and device power state control functions, as through
the generic framework PCI Core takes care of the necessary operations,
and drivers are required to do only device-specific jobs.
