Introduce rdma_query_gid_table which enables querying all the GID tables
of a given device and copying the attributes of all valid GID entries to a
provided buffer.

This API provides a faster way to query a GID table using single call and
will be used in libibverbs to improve current approach that requires
multiple calls to open, close and read multiple sysfs files for a single
GID table entry.

The header files in RDMA subsystem are dual licensed and can be
described by simple SPDX tag, so replace all of them at once
together with making them use the same coding style for header
guard defines.

To access the netdevice of the GID attribute, use an existing API
rdma_read_gid_attr_ndev_rcu().

This further reduces dependency on open access to netdevice of GID

Instead of RoCE drivers figuring out vlan, smac fields while working on
QP/AH, provide a helper routine to read the L2 fields such as vlan_id and
source mac address.

This moves logic from mlx5 driver to core for wider usage for RoCE ports.

This is a preparation patch to allow detaching netdev in subsequent patch.

All RDMA ULPs should be using rdma_get_gid_attr instead of
ib_query_gid. Convert SMC to use the new API.

The include rdma/ib_cache.h is kept, and we have to add a memset
to the compat wrapper to avoid compiler warnings in gcc-7

This revert is done to avoid extensive merge conflicts with SMC
changes in netdev during the 4.19 merge window.

Code changes in smc have become so complicated this cycle that the RDMA
patches to remove ib_query_gid in smc create too complex merge conflicts.
Allow those conflicts to be resolved by using the net/smc hunks by
providing a compatibility wrapper. During the second phase of the merge
window this wrapper will be deleted and smc updated to use the new API.
