- Standardize on prefixing scheduler-internal functions defined
  in &lt;linux/sched.h&gt; with sched_*() prefix. scheduler_tick() was
  the only function using the scheduler_ prefix. Harmonize it.

- The other reason to rename it is the NOHZ scheduler tick
  handling functions are already named sched_tick_*().
  Make the 'git grep sched_tick' more meaningful.

Collect all utility functionality source code files into a single kernel/sched/build_utility.c file,
via #include-ing the .c files:

fair.c - allowing better load-balancing of scheduler-only rebuilds.

NO_HZ load average woes") since calc_global_nohz() was called and needed
the "ticks" argument.

But in commit c308b56b5398 ("sched: Fix nohz load accounting -- again!")
it became unused as the function calc_global_nohz() dropped using "ticks".

The way loadavg is tracked during nohz only pays attention to the load
upon entering nohz.  This can be particularly noticeable if full nohz is
entered while non-idle, and then the cpu goes idle and stays that way for
a long time.

Use the remote tick to ensure that full nohz cpus report their deltas
within a reasonable time.

Do the following cleanups and simplifications:

 - sched/sched.h already includes &lt;asm/paravirt.h&gt;, so no need to
   include it in sched/core.c again.

 - order the &lt;linux/sched/*.h&gt; headers alphabetically

 - add all &lt;linux/sched/*.h&gt; headers to kernel/sched/sched.h

 - remove all unnecessary includes from the .c files that
   are already included in kernel/sched/sched.h.

Finally, make all scheduler .c files use a single common header:

  #include "sched.h"

... which now contains a union of the relied upon headers.

This makes the various .c files easier to read and easier to handle.
