treewide: fix potentially dangerous trailing ';' in #defined values/expressions

All these are instances of
  #define NAME value;
or
  #define NAME(params_opt) value;

These of course fail to build when used in contexts like
  if(foo $OP NAME)
  while(bar $OP NAME)
and may silently generate the wrong code in contexts such as
  foo = NAME + 1;    /* foo = value; + 1; */
  bar = NAME - 1;    /* bar = value; - 1; */
  baz = NAME & quux; /* baz = value; & quux; */

Initial analysis of the dangers provided by Keith Thompson in that thread.

There are many more instances of more complicated macros having unnecessary
trailing semicolons, but this pile seems to be all of the cases of simple
values suffering from the problem. (Thus things that are likely to be found
in one of the contexts above, more complicated ones aren't.)

mac80211: sparse RCU annotations

This adds sparse RCU annotations to most of
mac80211, only the mesh code remains to be
done.

Due the the previous patches, the annotations
are pretty simple. The only thing that this
actually changes is removing the RCU usage of
key->sta in debugfs since this pointer isn't
actually an RCU-managed pointer (it only has
a single assignment done before the key even
goes live). As that is otherwise harmless, I
decided to make it part of this patch.

mac80211: remove pointless mesh path timer RCU code

The code here to RCU-dereference a pointer that's
on the stack is totally pointless, RCU isn't magic
(like say Java's weak references are), so the code
can't work like whoever wrote it thought it might.

Remove it so readers don't get confused. Note that
it seems that a bug is there anyway: I don't see
any code that cancels the timer when a mesh path
struct is destroyed.

nl80211/mac80211: define and allow configuring mesh element TTL

The TTL in path selection information elements is different from
the mesh ttl used in mesh data frames.  Version 7.03 of the 11s
draft calls this ttl 'Element TTL'.

mac80211: use common work struct

IBSS, managed and mesh modes all have their
own work struct, and in the future we want
to also use it in other modes to process
frames from the now common skb queue.

This also makes the skb queue and work safe
to use from other interface types.

net: Remove unnecessary returns from void function()s

This patch removes from net/ (but not any netfilter files)
all the unnecessary return; statements that precede the
last closing brace of void functions.

It does not remove the returns that are immediately
preceded by a label as gcc doesn't like that.

Done via:
$ grep -rP --include=*.[ch] -l "return;\n}" net/ | \
  xargs perl -i -e 'local $/ ; while (<>) { s/\n[ \t\n]+return;\n}/\n}/g; print; }'
