Pull Rust fixes from Miguel Ojeda:
 "Toolchain and infrastructure:

   - Fix 'objtool' warnings for the upcoming Rust 1.101.0 (expected
2026-12-24) by adding one more 'noreturn' function

  'kernel' crate:

   - Fix KCFI failures on every call from C to Rust IRQ handlers and
'hrtimer' callbacks by giving the C enum bindings the correct
'cfi_encoding'. Also prevent the same issue for DMA callbacks
     taking 'dma_data_direction'

   - 'workqueue' module: fix a runtime warning when queueing work on the
deprecated 'system_wq' by switching to 'system_{percpu,dfl}_wq'"

system_wq is deprecated and triggers a runtime warning:

[ 0.857414] workqueue: work func ...WorkItemPointerKy0_E3runB7_ enqueued on deprecated workqueue. Use system_{percpu|dfl}_wq instead.

Replace system() with system_percpu() and system_dfl(), to match the
previous behavior of the deprecated system() and convert doc examples
and tests to system_dfl().

system_unbound_wq is deprecated in the same way, in favor of
system_dfl_wq. Since system_unbound() has no users, just remove it as
well.

Printing can be very expensive if it occurs often, so printing that can
be triggered by userspace should be rate limited. For this purpose, add
a Rust wrapper around `struct ratelimit_state` and use it in the new
macros.

The new files will fall under the catch-all RUST maintainers entry.

The abstractions for pr_*_ratelimited! need to construct a global
`struct ratelimit_state`, which contains a `raw_spinlock_t` field. Thus,
add a const constructor for the `raw_spinlock_t` type.

The SPINLOCK_OWNER_INIT constant isn't mirrored via a const helper
because bindgen generates a 'static mut' instead of a constant from the
pointer constant.,

The __ARCH_SPIN_LOCK_UNLOCKED constant cannot be translated by bindgen
because it's a define for a struct without type annotations, so it's
explicitly declared in Rust.

The lockdep types are currently stored directly in rust/kernel/sync.rs,
but there are starting to be too many of them to keep them in that file.
Thus, move them to a submodule. The new module is listed under LOCKING
PRIMITIVES in the MAINTAINERS file.

For commonly used lockdep logic it's useful to keep re-exports in
kernel::sync, and this also avoids the need to update any users.

Implement a `transmute/safe_transmute` that checks size at
monomorphization time instead of type-checking time. This allows more cases
where we know that the size matches but this is not generically checkable.

The signature is equivalent to the unstable `transmute_neo` function in the
standard library. A safe variant is provided to use with types implementing
`FromBytes` and `IntoBytes`.

Existing users of `transmute_copy` to bypass size checks are converted.

Pull char/misc/IIO/etc driver updates from Greg KH:
"Here is the big set of char, misc, iio, counter, fpga, and other small
  driver subsystems for 7.3-rc1.

Overall, due to some driver removals we only added a bit more code
than removed, which was a nice change. Highlights in this merge
  request are:

   - Loads of IIO driver updates and additions

   - binder driver updates (more on that below...)

   - Removal of the SGI XP and GRU drivers as they are not used anymore
and turn out to be pretty insecure overall

   - Removal of the obsolete ibmasm driver as it's not being used
     anymore

   - Coresight driver updates and additions

   - Mei driver udpates

   - Counter driver updates

   - FPGA driver updates

   - ICC driver updates

   - lots and lots of other tiny driver updates to resolve reported
     issues

All of these have been in linux-next for a while"
