For example, when 'make clean' traverses the tree, it does not need to evaluate $(call cc-option,). For example, when 'make clean' traverses the tree, it does not need
to evaluate $(call cc-option,).

Split cc-option, ld-option, etc. to scripts/Makefile.compiler, which
