Prior to this patch, make scripts tested for CLANG with ifeq ($(CC),
clang), failing to detect CLANG binaries with different names. Fix it by
testing for the existence of __clang__ macro in the list of compiler
defined macros.

<title>tools include: Adopt strstarts() from the kernel</title>

Replacing prefixcmp(), same purpose, inverted result, so standardize on
the kernel variant, to reduce silly differences among tools/ and the
kernel sources, making it easier for people to work in both codebases.

And then doing:

	if (strstarts(option, "no-"))

Looks clearer than doing:

	if (!prefixcmp(option, "no-"))

To figure out if option starts witn "no-".

Options marked OPTION_UINTEGER or OPTION_U64 clearly indicates that an
unsigned value is expected, so just error out when a negative value is
passed, instead of returning something undesired to the tool.

E.g.:

  # perf bench futex hash -t -4
  # Running 'futex/hash' benchmark:
   Error: switch `t' expects an unsigned numerical value
   Usage: perf bench futex hash &lt;options&gt;

      -t, --threads &lt;n&gt;     Specify amount of threads
  #

This patch adds missing member names to struct initializations.

Although in C99 for struct S {int x, int y} two init codes struct S s =
{.x = (a), (b)} and struct S s = {.x = (a), .y = (b)} are the same, it
is better to explicitly write .y (.argh in this patch) for readability
and robustness against language/compiler evolutions.
