<title>perf test: Move attr files into shell directory where they are used</title>

Now the attr tests are shell tests move the associated python and
configuration files. Update the installation build rules for the new
directories. Recycle the lib install rules for python files allowing
the explicit attr.py install line to be dropped.

<title>tools/perf: Allow inherit + PERF_SAMPLE_READ when opening events</title>

The "perf record" tool will now default to this new mode if the user
specifies a sampling group when not in system-wide mode, and when
"--no-inherit" is not specified.

This change updates evsel to allow the combination of inherit
and PERF_SAMPLE_READ.

A fallback is implemented for kernel versions where this feature is not
supported.

Since PERF_FORMAT_LOST was added, the default read format has that bit
set, so add it to the tests. Keep the old value as well so that the test
still passes on older kernels.

This fixes the following failure:

  expected read_format=0|4, got 20
  FAILED './tests/attr/test-record-C0' - match failure
