tegra: dc: set HDMI clock to 0 if HDMI unpluggedtegra-10.11.10
HDMI clock is not auto dvfs, so we need set the clock rate to 0 if HDMI
is disabled. Otherwise the Vdd core voltage will be always 1.2v even
after HDMI cable unplugged.
