hugetlb: fix CONFIG_SYSCTL=n build
Fixes a build failure reported by Alan Cox:
mm/hugetlb.c: In function `hugetlb_acct_memory': mm/hugetlb.c:1507:
error: implicit declaration of function `cpuset_mems_nr'
