ENGR00174634 MIPI DSI: Add MIPI LCD ID detect and disable clock when no panel.
1. Add MIPI LCD ID detection.
2. Disable MIPI clock when no MIPI LCD panel deteced.
3. Add timeout feature for register read/write to improve error handle.
