[ARM/tegra] nvrm: add NvRm-based clock support
when CONFIG_TEGRA_NVRM is selected, implement the clk_* functions using
the RM's clock control APIs
clock support currently limited to RTC, KBC and UART devices, and to querying
the pclk, hclk, sys, cpu and pll_p clocks.
