parisc: fix double restarts
Don't bother restoring r28 on syscall restarts; it's clobbered by syscall anyway. Reuse (now unused) ->orig_r28 as "no restarts allowed" flag. Signed-off-by: Al Viro <viro@zeniv.linux.org.uk>
