ARM: fix asm/memory.h build error
commit b713aa0b15015a65ad5421543b80df86de043d62 upstream.

not defined:

[hpy: Backported to 3.10:
- adjust the context
- MPU is not supported by 3.10, so ignore fix to MPU compared with the original patch.]
