[libata] Add a bunch of PATA drivers.
The vast majority of drivers and changes are from Alan Cox. Albert Lee
contributed and maintains pata_pdc2027x. Adrian Bunk, Andrew Morton,
and Tejun Heo contributed various minor fixes and updates.
