um: clean Kconfig up a bit
* kill duplicates with drivers/char/Kconfig
* take watchdog one into drivers/watchdog/Kconfig
* take mmapper to arch/um/Kconfig.um
* rename Kconfig.char menu to "UML Character Devices"
