irqchip: dw-apb-ictl: Enable IRQ_GC_MASK_CACHE_PER_TYPE
The irq_chip_type instances have separate mask registers, so we need to
enable IRQ_GC_MASK_CACHE_PER_TYPE to actually handle separate mask registers.
