UBI: move and rename attach_by_scanning
Rename the 'attach_by_scanning()' function to 'ubi_attach()' and move it to scan.c. Richard will plug his fastmap stuff there. Signed-off-by: Artem Bityutskiy <artem.bityutskiy@linux.intel.com>
