[PATCH] libata CHS: move the initialization of taskfile LBA flags (revise #6)

   move the initialization of taskfile LBA flags
     "ATA_TFLAG_LBA" and "ATA_TFLAG_LBA48 flags"
   to the SCSI translation functions
