ENGR00217139 Fixed GPU axi bus error and nenamark1 hang
1. GPU AXI Bus error is introduced by unsafe GPU recovery mechanism,
the new fix will enhance GPU recovery and make sure that AXI Bus Error cannot happen.
2. Nenamark1 hang issue is related to incorrect PA clock, old fix make 3D performance downgrade
the new fix will disable PA clock to avoid 3D performance regression.
