In order to not clutter the include/linux directory with SoC specific
headers, move the Tegra-specific headers out into a separate directory.

put IO rails into or out of deep powerdown mode, respectively.

Three new gates have been added for Tegra124: SOR, VIC and IRAM. In
addition, PCIe and SATA gates are again supported, like on Tegra20 and
Tegra30.

Tegra's clock driver now provides an implementation of the common
reset API (include/linux/reset.h). Use this instead of the old Tegra-
specific API; that will soon be removed.

In order to support increased build test coverage for drivers, implement
dummies for the powergate implementation. This will allow the drivers to
be built without requiring support for Tegra to be selected.
This patch solves the following build errors, which can be triggered in
v3.13-rc1 by selecting DRM_TEGRA without ARCH_TEGRA:

Extend the list of power gates found on Tegra114. Note that there are
now holes in the list, so perhaps a simple array is no longer the best
data structure to represent it.

This is required so that code such as Tegra's PCIe and clock drivers
can still access this header file once Tegra is converted to
multiplatform, and <mach/> no longer exists.
