We previously register IPPROTO_ROUTING offload under inet6_add_offload(),
but in error path, we try to unregister it with inet_del_offload(). This
doesn't seem correct, it should actually be inet6_del_offload(), also
ipv6_exthdrs_offload_exit() from that commit seems rather incorrect (it
also uses rthdr_offload twice), but it got removed entirely later on.

Without this fix, ipv6_exthdrs_offload_init doesn't register IPPROTO_DSTOPTS
offload, but returns 0 (as the IPPROTO_ROUTING registration actually succeeds).
This then causes the ipv6_gso_segment to drop IPv6 packets with IPPROTO_DSTOPTS
header.
The issue detected and the fix verified by running MS HCK Offload LSO test on
top of QEMU Windows guests, as this test sends IPv6 packets with
IPPROTO_DSTOPTS.

Sing GSO support is now separate, pull it out of the module
and make it its own init call.
Remove the cleanup functions as they are no longer called.
