This change helps to speed up delivery of retransmitted messages by ensuring that they are not sent repeatedly over a bearer that is no longer working, but not yet recognized as failed. Since TIPC utilizes this link to distribute name table information, in addition to multicast messages sent by user applications, the prior name "multicast-link" is no longer appropriate. Prior to doing that, this adds the tipc_ prefix to the functions, so that in the event of a panic dump or similar, the subsystem from which the functions come from is immediately clear.
